1. What is a second-hand car [transferred to be exported]

2. According to Announcement No. 6 of 2024 by the five ministries and commissions, the endorsement system of the vehicle management office:

The processing entity is limited to the Ministry of Commerce's registered second-hand car export enterprises, and individuals cannot handle it; the original car is transferred to the name of the export company, and the vehicle management office will inspect the car and retrieve the original car license plate and driving license;

Print endorsement of large book (registration certificate): transfer is pending for export, no official license plate will be issued, only temporary cross-border license plate for up to 60 days will be issued, and it will only be used for container customs declaration at trailer transshipment port;

Vehicles enter the export supervision lock-in status: the files are kept at the original vehicle registration and vehicle management office, and there is no need to file files and settle in the port. The legal use of the vehicle is limited to customs declaration and exit.

Follow-up process: Apply for a used car export license with a large amount of money → customs declaration at the port → going to sea → cancel the domestic car registration within 2 months after leaving the country.

2. Pending export after completion of transfer: Domestic sales are strictly prohibited and domestic sales cannot be transferred (the state clearly stipulates)

Domestic sales and vehicle management office systems must not be locked, domestic transfers are prohibited, used cars cannot be invoiced for domestic sales, and new foreign customers can only be found to continue exporting.

The three systems of commerce, public security, and customs are online for filing, and private transactions and transfers are illegal.

2. Foreign businessmen abandon orders and cannot export (the only way back to domestic sales)

You cannot sell it directly. You must go through a complete set of procedures for canceling pending export and unlocking it before you can sell it domestically. Steps:

The export enterprise submits to the local commerce bureau + vehicle management office: the foreign investor's abandonment certificate, the export contract cancellation explanation, and the situation application;

Commerce cancels the export license that has been issued; the Vehicle Management Office cancels the "transfer pending export" endorsement for large books, and the vehicle returns to the status of ordinary civilian used vehicles;

After unlocking, normal invoicing, transfer, and domestic retail/wholesale.

3. Customs declaration has been carried out on board and exit the country

If it is permanently impossible to transfer back to domestic sales, the domestic vehicle registration will be directly cancelled, and the vehicle will be circulated overseas.

3. Critical time limit reminder

The temporary license is valid for 60 days, and vehicles going abroad without customs declaration are locked when they expire: they cannot be exported or sold domestically privately. They can only be unlocked through the endorsement cancellation process.
