Russia will officially implement the SPOT national cargo pre-confirmation system from June 1. Goods imported by Eurasian Economic Union countries to Russia through road transportation must submit an electronic declaration and pay a deposit at least 2 days in advance. Customs clearance can be achieved only after obtaining exclusive QR codes. Goods without QR codes will be stopped abroad. The system began trial operation on April 1 and was fully mandatory on July 1.

This policy directly affects the logistics customs clearance process and costs of China cars re-exported to Russia via Central Asia. Central Asia entrepot is an important channel for many companies to evade tariffs. Now that this gap is tightened, the cost of compliance is certain.
