Is it feasible to change left rudder to right rudder? Just the steering wheel changed position?

Summary: Is it feasible to change left rudder to right rudder? Just the steering wheel changed position?

Last week, a colleague asked me a question: Is it feasible to change the left rudder to the right rudder?

I know why he asked. With the best-selling models in China in hand, customers rushed for goods in the right rudder market. The right rudder SKUs in the main engine factory were not in stock, so they had the idea of looking for a factory to change it. Anyway, they just moved the steering wheel to the other side. How difficult can it be?

This idea is dangerous.

Let me first give the conclusion: it can be done in engineering, but it is basically not feasible in business.

This is not a technical issue that can be changed, but a compliance issue that cannot pass at both ends after the change is completed. Today, we will remove all three checkpoints at once.

1. The first level: China's export terminal-after modification, you have no identity in the license system

Many people think that changing the left rudder to the right rudder just costs more to modify it. In fact, from the moment you decide to change it, the legal status of this car at the export end of China changed-it became a modified car.

According to the Ministry of Commerce's "Work Guidelines on Matters Related to Applying for Export Licenses for Used Cars and Modified Vehicles"(Supporting Document of Commerce Letter [2025] No. 648, released on December 11, 2025, implemented from 2026), the export of modified vehicles is managed according to new vehicle export, 6 materials must be submitted. Two of them are dead knots:

Don't worry, if you think about it, I'll take the second-hand car passage, and it'll still be blocked:

The brand and model filled in in the second-hand car export license must be consistent with the "Motor Vehicle Registration Certificate", and the status of the modified vehicle is inconsistent with the registration information; more importantly, second-hand cars with a vehicle age of less than 180 days must submit the "After-Sales Maintenance Service Confirmation", and this confirmation must be issued by the automobile production enterprise listed in the announcement of the Ministry of Industry and Information Technology-modified vehicle production enterprises cannot issue it.

To put it bluntly: If you change the car to a right rudder, the original factory will not issue you this confirmation.

One word remember: switching left and right rudder is not a modification, but a change in the basic parameters of the vehicle. It has no legal foothold in China's export licensing system.

2. The second hurdle: the destination country-the right-hand rudder market's shift to modification is the focus of law enforcement, not a gray area

Some people say that it is difficult for China, so I may as well change it in the destination country or declare it according to special vehicle models.

The problem is that the main right-hand rudder markets are basically the target of strict investigation for cars whose steering has been changed.

Australia

According to Victoria VSI 18,"Left-hand rudder Vehicles and Vehicles Modified to Right-hand Rudders"(October 2021 edition):

● A 30-year-old vehicle must be RHD to obtain full registration

● Vehicles that have been converted to RHD must obtain a VASS approval certificate (Vehicle Evaluation Signer Approval Certificate) before registration

● Modification must comply with VSB4 "Steering Modification of Left-Hand Steering Vehicles"+ VSB14

● Follow RAWS

(Registered Automobile Factory Plan) The route is exempt from VASS-but the main body of RAWS is

Local licensed factory in Australia

The conclusion is clear: changes are allowed, but the certification subject is local in Australia, not if you change them in China and then ship them.

New Zealand

According to the Land Transport Rule: Steering Systems (2001), New Zealand prohibits the registration of LHD vehicles in principle. The original text on the NZTA official website is very straightforward:

For modern vehicles, this is either very expensive or simply impractical-especially if the vehicle is equipped with modern front impact protection systems (such as airbags, collapse zones).

NZTA only leaves Category A-G category seven exceptions that can retain the left rudder:

Do you see? Except for old cars and special vehicles, the roads are basically blocked.

Kenya

KS1515:2000 Prohibition of the import and registration of left-hand rudder vehicles (exceptions exist for special purpose vehicles, and the specific threshold is subject to the official original version of KEBS).

Here is a particularly alarming signal: KEBS has issued a mandatory special inspection on Dubai cars because a large number of buyers bought vehicles that had been illegally modified, and their safety was compromised.

This shows that the local supervision is taking the initiative to enforce the law on vehicles that have changed their direction, rather than turning a blind eye. Once the car you handle is found to have been diverted for modification, it is not a matter of completing the formalities, but the whole car cannot be registered, cannot be on the road, and funds are deposited in situ.

3. The third level: technical end-Hyundai cars are not moving the steering wheel over

Even if you bypass the first two checkpoints, you will have to calculate the technical accounts clearly.

List of hardware that needs to be synchronized:

steering system

●: Steering gear body layout, steering column and intermediate shaft, steering transmission linkage, EPS/hydraulic power recalibration brake system

●: Pedal group shift, brake master cylinder and vacuum booster shift, dual-circuit brake pipeline rearrangement instrument panel and wiring harness

●: The LHD/RHD instrument panel assembly for most models is not universal; the main wiring harness of the whole vehicle needs to be redone or the restraint system is greatly modified

●: Airbag position mirroring, calibration, occupant identification sensor lights

●: The cut-off line of the headlights of the left-hand rudder vehicle faces right, and the road surface on the right-hand rudder must face left-the lights must be changed; the position of the rear fog lamp also has requirements.

●: Wiper parking direction, internal and external mirrors, air conditioning heater box and blower, washer body structure

●: Firewall steering column opening, pedal opening, brake pipe and wiring harness through-holes--

Cutting and welding directly affects the rigidity of the vehicle body and the collision force transmission path

What's more important is the soft targets: steering angle sensor, ESP/ABS left and right steering characteristics, ADAS camera and radar calibration. These calibration authorities are in the hands of the entire vehicle factory and will not be open to third parties.

So you will see a very embarrassing situation: the hardware can be installed, but the electronic system on the car does not recognize the new layout.

4. Calculate an account: the modification fee may exceed your FOB of the entire vehicle

The public industry quotation for the New Zealand market: RHD modification costs approximately NZD 15,000 - 25,000/unit (Source: wcshipping Industry Blog, June 2025).

This is just the cost of modification. Not yet:

1. Destination country certification and testing fees

2. Bicycle certification cycle (pressure on funds and warehouse positions)

Depreciation of residual value

3. --Modified cars are discounted in overseas used car markets according to modification/accident categories, and they receive another knife when sold

The conclusion is straightforward: the FOB for a major China model exported to the right-hand rudder market may not be as high as this modification fee.

The modification fee exceeds the price of the car, and the residual value is discounted again-the account of this business has been negative from the first day.

5. Under what circumstances is feasible? 4 unique scenarios that work

Not all left rudder can be changed to right rudder, but the establishment scene is very narrow:

Scenario 1丨 LHD vehicles over 30 years old in Australia and over 20 years old in New Zealand can be registered directly. This is a classic car/classic car plate, not a volume business.

Scenario 2丨 Special purpose vehicles and special vehicles are exempted from mobile cranes, tracked vehicles, agricultural machinery, earth-moving machinery, and dual-steering vehicles (New Zealand Class C). The logic here is that the left rudder is just needed for the operation and is recognized by regulations. This is also a real channel for China's construction machinery exports.

Scenario 3丨 The complete vehicle in the local modification mode in the destination country is normally exported at LHD → the licensed modification factory in the destination country is converted to RHD and a local certification (VASS / entry certification) is issued. Compliance, but the modification profits remain locally, you are only a supplier, and you still have to pass the destination country access certificate.

Scenario 4丨 High-margin bicycles, niche cars, American pickup trucks, muscle cars, and luxury SUVs. Several professional modification factories in Australia (Performmax, RMA Special Vehicles, etc.) rely on this for a living-the gross profit of bicycles is enough to cover the modification fee to support this business.

Look at the common points: These four categories are either actively exempted from regulations, or the gross profit of bicycles is high enough. There is no category of mainstream China models that are popular.

6. My suggestion: If you want the right-hand rudder market, buy an original right-hand rudder car

If you want the right-hand rudder market, buy an original right-hand rudder car and don't change it.

China's main engine factories have mature right-rudder production capacity and right-rudder SKUs (BYD, Chery, Chang 'an, SAIC, Great Wall and other new markets in Southeast Asia, East Africa, and Australia have right-rudder versions).

Take the road of the original factory right rudder and you get four things at the same time:

It's not just money that is saved, it's the entire compliance link.

Attachment 丨 Action suggestions: When customers ask for right rudder, ask these two sentences first

The next time a customer asks for a right-hand steering car, don't rush to find a modification factory. Ask first:

1. Which country is the target?

2. What are the vehicle age thresholds and certification requirements in the country?

Get these two answers and directly lock the right rudder SKU of the corresponding main engine factory. These two questions cannot be answered, which means that the requirements themselves have not been clearly thought through, and it is a mistake to change them or not.

Note: National regulations continue to be adjusted, and specific terms and thresholds should be based on the latest official original text. The specific thresholds for exceptions for special purpose vehicles described in this article are recommended to be verified twice with the standards bureau of the destination country or customs clearance agent before the project is implemented.
