Saudi Arabia suspends the entry of vehicles from 29 car companies: Failure to submit 2026 supply plans as a key reason

According to the latest announcement of the Saudi Organization for Standards, Metrology and Quality (SASO), some vehicles produced by 29 automakers will be temporarily banned from entering the Saudi market due to failure to submit the 2026 vehicle supply plan within the specified time. This measure has officially taken effect and will continue until relevant companies complete the submission of required documents, with the latest deadline being the end of 2026.

SASO stated in the notice that the measure was implemented in accordance with Saudi Fuel Economy Standards for Light Vehicles (Saudi CAEF) and was a compliance requirement in the regulatory system rather than a product quality recall or safety issue. Affected are newly imported light vehicles with a total mass of no more than 3.5 tons.

Judging from the published list, the brands and companies involved include:

Volvo Cars

Hozon New Energy Automobile

Zhengzhou Nissan

Luxgen Motor

Chongqing Livan (Ruilan Automobile)

Hawtai Motor Group

Companies such as Greenkar Auto Tech

This means that new cars from the above-mentioned companies will not be able to enter the Saudi market normally until the relevant supply plan is filed.

Saudi Arabia is strengthening car access management

Industry insiders believe that this measure reflects that Saudi automobile supervision is gradually extending from pure product certification to full life cycle management.

According to Saudi Arabia's CAEF system requirements, automakers not only need to meet fuel economy and technical standards, but also need to regularly submit future supply plans to regulatory agencies so that relevant departments can evaluate market launch scale, energy consumption indicators and compliance.

Not all the companies restricted this time come from the same country, nor are they limited to new energy brands, but cover traditional fuel vehicle and new energy vehicle manufacturers. SASO emphasized that as long as relevant materials are submitted, vehicle import qualifications can be restored.

Therefore, this is more like a "compliance suspension" measure than a permanent market access restriction.

Reminder to China car companies and export chains

It is noteworthy that many China automobile companies and China background brands appear on this list.

In recent years, China automobile brands have expanded rapidly in the Saudi market, especially in the fields of new energy and medium-and low-priced passenger cars, and their market share has continued to increase. At the same time, Saudi Arabia is also continuously improving its automobile regulatory system and increasing requirements for manufacturer data submission, energy consumption management and supply plan management.

For China automobile exporters, the Saudi market is no longer just as simple as "meeting product standards," but also needs to simultaneously meet the increasingly detailed local compliance management requirements.

Although this measure is aimed at the import of new cars, it still has reference significance for China's automobile industry chain. Because whether it is new car exports, certified used car business or subsequent parts supply, they are ultimately based on a complete compliance system.
