On June 1, the Chongqing City Government and the United Nations Commission on International Trade Law jointly held a publicity and promotion event "From Chongqing to Accra: The United Nations Convention on Negotiable Documents of Goods Shaping a New Vision for Inclusive Global Trade" in Chongqing.

It is understood that Chongqing has further promoted the construction of inland open international cooperation leading zones in recent years, and relevant departments have made great efforts to help Chongqing's open economy develop with high quality. As an important department to ensure navigation safety, Chongqing Maritime Safety Administration continues to innovate regulatory mechanisms and service mechanisms to make rail-sea intermodal transportation more accessible and "Chongqing vehicles sailing to sea" more convenient.


 

Unified inspection standards and mutual recognition throughout one inspection of "Chongqing Vehicles Going to Sea"

Recently, 108 Chongqing-made new energy vehicles were successfully packed and shipped on board at Chongqing Guoyuan Port. The ship departed from Guoyuan Port and headed for Qinzhou Port, with its destination in Southeast Asia. "I used to check it in Chongqing, but I had to open the box when I arrived at the coastal port. Not to mention the trouble, it took another two or three days. Now it is inspected once and recognized throughout the process. It is shipped directly to the sea from Chongqing via rail-sea combined transportation to coastal ports." While packing in Chongqing, Ma Jian, a multimodal transport operator in Chongqing responsible for this transportation, was very moved.

Ma Jian told reporters that in the past, due to the inconsistent inspection standards between inland and coastal areas, Chongqing's export goods were often required to unpack the containers again, repeat inspections, and increase the cost of foreign trade.

In 2025, Chongqing's automobile output will reach 2.788 million units, of which the output of new energy vehicles will reach 1.296 million units, and part of them will be sold overseas. How to open up the trade channel of "Chongqing Vehicles Going to Sea" is particularly important.

Starting from 2024, Chongqing Maritime Safety Administration will deepen reforms and take the lead in exploring with Guangxi Qinzhou Maritime Safety Administration the establishment of a mutual recognition mechanism for the supervision of railway-sea combined transport in the New Western Land-Sea Corridor to achieve "one-time inspection, mutual recognition throughout the process, and one-box to the end." Later, this mechanism innovation was extended to the Chongqing-Ningbo line. In January this year, the Chongqing-Guangzhou railway-sea intermodal transport maritime supervision mutual recognition pilot was successfully implemented. In the same month, more than 100 new energy vehicles from a car company in our city went through the full-scale supervision and verification of Chongqing Maritime Affairs, and then arrived at Nansha Port in Guangzhou and were directly shipped out to sea. This batch saved the company about 100,000 yuan in costs. So far, Chongqing's three major rail-sea intermodal transport lines sailing to the sea have all achieved mutual recognition of maritime supervision.

According to statistics, since the new mechanism was put into operation, each container has saved enterprises an average of 3000 yuan in costs and reduced the detention time of goods in port by 3 days. The Chongqing Maritime Safety Administration is strengthening communication and cooperation with Jiangsu Taicang Maritime Safety Administration and Shanghai Maritime Safety Administration, and is preparing to extend the mutual recognition mechanism for the supervision of rail-sea combined transport to river-sea combined transport.


 

When the ship sets sail, the processing time is reduced from more than 20 days to less than 3 days

With the increase in foreign trade orders, the number of ships traveling to and from Chongqing is also increasing, and many new ships are launched and put into use.

In the past, ships had to apply for a "household registration" before they were put into operation, involving ownership, ship registry port, ship parameters, radio station license, etc., and required approval and confirmation by multiple administrative departments. The traditional processing cycle lasted as long as more than 20 working days. If the processing cycle is shortened to achieve early sailing, costs can be saved for operating companies.

At the end of last year, amid cheers, the Jianghai direct ship "Heavy Boat Jianghai 1" of Chongqing Heavy Boat Shipping Co., Ltd. was completed and successfully launched. Before this ship is put into operation, procedures such as ship registration need to be completed.

At that time, it happened that the Chongqing Maritime Safety Administration, in conjunction with the Municipal Transportation Commission and the Chongqing Branch of China Classification Society, launched a new integrated certification service model of "one thing ships sail". Chongqing Maritime immediately cooperated with the ship inspection agency in accordance with the new model, carrying out simultaneous acceptance, parallel processing, and defect tolerance processing. In less than three days, it completed ship ownership registration, nationality registration, minimum safe manning certificate, radio license, inspection certificate and other 12 businesses.

The relevant person in charge of Chongqing Maritime Affairs introduced that before the reform, ships had to go to the maritime department, transportation department, and ship inspection department to apply for 12 certificates such as ship ownership certificate and nationality certificate in turn. These matters often "precede each other", and enterprises are in multiple situations. The whole process is time-consuming and lengthy and costly.

After the reform, the previous linear model of "each approval link being mutually advanced and processed one by one" was broken and changed to a parallel model of "simultaneous acceptance and parallel approval". Enterprises only submit a full set of application materials to the maritime department at one time, and the maritime department will receive and share them with each approval unit in a unified manner; for matters with a front-and-back relationship, each unit will push the processing information and results in a timely manner and share them in real time, realizing "one-window acceptance, internal circulation", effectively avoiding enterprises from "running multiple times and repeatedly submitting".

At the same time, in view of the pain point that ships have to be suspended from sailing to cooperate with inspections due to certificates and licenses, relevant departments use gap periods such as ship loading and unloading operations and anchoring to handle relevant certificates and licenses for them, and ensure that old certificates are cancelled on the same day and new certificates are completed on the same day. Get electronic certificates through the Internet Access Office platform to realize ship transfer without suspension.

Since the new integrated certification service model was put into operation in September 2025, it has provided this service to a total of 355 ships, saving a cumulative economic cost of more than 33 million yuan.


 

Maintain the bottom line of safety and make the Yangtze River golden waterway smoother access to the river and the sea

Safety is the lifeline of shipping and a solid foundation for inland open development.

Chongqing Maritime Safety Administration joined forces with Chongqing Customs to seize containers carrying dangerous goods.


 

Last year, the Chongqing Maritime Safety Administration and Chongqing Customs carried out joint law enforcement at Guoyuan Port to carry out unpacking inspection of a common cargo container declared as "motorcycle parts", but 204 bottles totaling 96 kilograms of electrolyte were seized on the spot.

It was identified that the goods were Class 8 corrosive substances specified in the International Maritime Dangerous Goods Code. If the shipper committed an illegal act of entrainment of dangerous goods among ordinary goods, the Chongqing Maritime Safety Administration educated him in accordance with the law, imposed a fine, and ordered him to make immediate rectification.

In order to address the security risks caused by such false reports and concealment, Chongqing Maritime Safety Administration and Chongqing Customs have established a regular cooperation mechanism of "information notification + joint law enforcement". The two sides have established a "key cargo list" database to implement targeted deployment of high-risk goods. Control and accurately carry out unpacking inspections.

"In the past, I was always worried about inaccurate container weights and concealment of dangerous goods. Now that the entire maritime situation is checked, we feel more at ease when we travel." The simple words of Xu Jin, captain of a container ship who travels between Chongqing and Shanghai all year round, express the true feelings of shipping practitioners.

According to statistics, since 2025, Chongqing Maritime Safety Administration and Chongqing Customs have carried out 22 joint law enforcement unpacking inspections, and investigated and dealt with 2 cases of false reports and concealment of dangerous goods, effectively curbing the illegal activities of carrying dangerous goods in ordinary goods and ensuring the transportation safety of the new land and sea corridor in the west.

It is understood that Chongqing Maritime has actively promoted "box-by-box verification and full-process control". In the past three years, it has investigated and rectified problem boxes more than 700 times, comprehensively investigated navigation hazards, and actively deepened the prevention and control mechanism of "all employees fulfilling their responsibilities, comprehensive coverage, and full-process control". Ensure that the safety situation of the waters of the Chongqing section of the Yangtze River trunk line continues to be stable.
